This article explores both the social and political usage of social science research and its effectiveness, as perceived by experts, in the process of planning and decision-making in the context of Finnish nuclear waste management. The argument is that public participation in the process is important, but to reach some kind of public acceptability the actors in charge of “solving” the nuclear waste problem have to govern the societal process and respond to the claims and the needs of the public. The effectiveness of the Finnish EIA system — What works, what doesn't, and what could be improved?

Abstract The article summarises the results of a multidisciplinary research project on the effectiveness of the Finnish EIA system. It examines the main strengths and weaknesses of EIA as a preventive and participatory environmental management tool. The study concludes that EIA has achieved a meaningful role in the environmental policy toolbox in Finland and has clearly enhanced the possibilities for high-quality environmental decision making. Although the procedure for involving citizens embedded in the environmental impact assessment (EIA) procedure for wind power projects is often praised for its participatory character, the approach is not without problems. The Red Palm Weevil (RPW), after its accidental introduction in Italy in 2005, determined a progressive disruption of Canary palms mostly in the central and southern regions. As it is difficult to undertake the management of this pest, the possibility of substituting the killed/symptomatic palms with other ornamental trees has been recently discussed. In this context, understanding the citizens' needs about green areas can improve the management of public parks and urban greening.
